Costumes are part of Halloween or carnival. Some costumes are almost cult, for example pirates and clowns. Others are new every year. They are inspired by successful films and series, for example the red body suit from the series “Money Heist” or the white mask from “Squid Game”.
Halloween and carnival: These costumes are prohibited
Weapons
The red body suit is ok, but fake weapons may be banned in Germany. If the dummies look too similar to real weapons, they are considered sham weapons.
This means you are not allowed to wear them in public. Anyone who does so will face a fine of up to 10,000 euros. The ban is intended to prevent people from panicking due to realistic replicas of real weapons.

Uniforms
Uniforms from different professions are also used as inspiration for Halloween or carnival costumes. But you always have to be able to recognize that it is a disguise. If you can no longer distinguish whether it is a real uniform or not, then the disguise is forbidden.
If someone imitates a job or uniform, it can be a criminal offense. This is stated in the criminal code. Anyone caught doing so will face a fine or prison sentence. The ban is intended to ensure that in an emergency you know who is real and can help.

Right-wing extremism
Right-wing extremist disguises such as Nazi uniforms are prohibited. All symbols and signs that are banned in Germany are also banned, for example the swastika. Costumes with the inscription “WP” (stands for “White Power”) or the motto of the racist secret society “Ku Klux Klan” are also not permitted.
Wearing such costumes can be punished. The punishment can be a fine or imprisonment.
Skimpy disguises
When costumes reveal too much nudity, they can be considered exhibitionistic acts or causing public nuisance. According to the Criminal Code, this is a criminal offense and can be punished with up to one year in prison or a fine.
Ban on masking
If you want to dress up as a character from “Money Heist”, “Squid Game” or with a mask, you should observe the ban on masking.
In Germany you are not allowed to cover your face so that you can be recognized. This applies to public events, on the way there and in traffic. Even if exceptions are made during Carnival or Halloween, masks are still prohibited on the road.
